Peter has served as Executive Director of Reinvestment Partners since 1999. He is a graduate of University of California at Santa Cruz with highest honors, and holds a Masters in City and Regional Planning from UNC Chapel Hill. Skillern is a licensed real estate broker and general contractor who has been involved in housing and community economic development, as an advocate and practitioner, for a really long time.
Director of Marketing
Amanda holds two Bachelor of Arts degrees from the University of North Carolina at Chapel Hill in Spanish Language and Women’s Studies. She also recently graduated from the University of Washington's Storytelling and Content Strategy certificate program. Amanda joined Reinvestment Partners in 2012 and currently oversees the marketing for Reinvestment Partners and Bull City Cool, a subsidiary and local food hub. She is also the grants administrator for the housing counseling program. Amanda relocated to Florida in late 2015 and now works remotely.
Angella has a Bachelor of Arts in Public Administration from North Carolina Central University and an Associate Degree in Marketing from Lenoir Community College. Prior to working for Reinvestment Partners, she was employed by the Durham Affordable Housing Coalition since July of 1992. She is a certified housing counselor who provides pre-purchase counseling, foreclosure prevention counseling, and credit counseling.

Director of Food Programs
Neal has worked in various aspects of food production and distribution since 2008. Ranging from on-farm experience to food hub management, Neal brings a breadth of experience with him to Bull City Cool. He recently graduated from the University of Vermont’s Food Hub Management certificate program and participated in the USDA’s Group GAP pilot program which launched in April 2016. When Neal is not working to build local and regional food systems he enjoys writing and playing music, bicycling, and eating food with friends.
Sam brings a background in public policy and food justice to Reinvestment Partners. Before joining the organization, she was the program evaluator and food systems associate for a SNAP-Education program. Prior to that, Sam managed nutrition and gardening programs for elementary students in Boston; collected and analyzed survey data on food access at a university; and analyzed SNAP policy as it relates to time-limit waivers. Sam holds a BA in International Studies from Kenyon College and an MS in Food Policy and Applied Nutrition from Tufts University. In her free time, she enjoys biking around Durham, working in the garden, and staying active in local politics.
Bilingual Receptionist & Counseling Intake Specialist
Rosa was born and raised on the island of Puerto Rico. Fluent in English and Spanish, Rosa is a skillful Administrative Assistant professional with experience at all organizational levels, including the executive suite. Prior to joining Reinvestment Partners, Rosa gained experience in a variety of industries including law offices, insurance brokerages, and virtual assistance business. She moved to Chapel Hill from Miami, Florida, in 2015 with her son.
Ashley is a graduate of NC State University and holds a Masters in Business Administration from North Carolina Central University. She has three years of property management experience. Ashley joined Reinvestment Partners in 2019 and assists with property management, compliance and the VITA program.
Director of Research
Adam writes BankTalk, a blog about the alternative financial products that serve the unbanked population in America. Unbanked and underbanked are terms that describe adults that lack either a savings or a checking account, or that use alternative financial services such as prepaid debit cards, check cashers, pawn shops, rent-to-own shops, buy-here-pay-here car dealers, and tax refund loans. Adam is also one of the nation’s leading expert on prepaid debit cards, and top researcher of high-cost consumer finance.
Director of Healthy Homes
Lorisa leads our Healthy Homes and Lead Poisoning Prevention Program to help families keep their homes safe and advocate for healthy communities. In addition to training health care providers, contractors, and residents on lead and healthy homes, she manages our Home Buyer Education Program. Prior to Reinvestment Partners, Lorisa worked with the Durham Affordable Housing Coalition as a Community Organizer from 1996 – 2011, and served as Interim Executive Director in 2008 and 2011. Lorisa was an elected member of Durham City Council from 1991-1995.
NCTAC Site Supervisor
Davida joined Reinvestment Partners in 2018 to supervise the VITA (Volunteer Income Tax Assistance) site during tax season. Since then she has managed client relations and organized staff assignments to ensure quality and timely delivery of tax returns during tax season and year-round. Davida has 20 years of customer service experience, including 11 years of demonstrated leadership skills in multiple industries. She also has 15 years of tax preparation experience, including tax issue resolution and compliance. She has received awards as Most Professional Tax Preparer and for Excellent Customer Service.
Real Estate & Construction Manager
Larry has worked in the construction industry, primarily in the restoration of vintage properties, for twenty years. In 2001, he joined a mid-sized nonprofit in New England and managed their Housing Rehab and Healthy Homes Projects, as well as some energy saving programs. He also gained extensive experience in Lead Based Paint controls and ADA design. Larry is enjoying North Carolina and his new position at Reinvestment Partners.
Director of Finance
Cara has a Bachelor of Arts from the University of South Carolina in Business Administration, with a focus on accounting. She brings more than twenty years of nonprofit financial and general management experience to Reinvestment Partners. She joined RP in 2006 when it was the Community Reinvestment Association of North Carolina (CRA-NC). Currently she manages all financial aspects of the organization, as well as its Taxpayer Assistance Center (TAC).

Tanya joined Reinvestment Partners in 2016 as the Director of Programs. Tanya has more than 15 years of experience in community development, including real estate development, policy analysis, and community relations. She has worked in both the nonprofit and for-profit sectors. Tanya has a Masters of Public Policy from Duke University and graduated magna cum laude from Brown University.
