Controversy Services (LITC)
Through the IRS's LITC (Low Income Taxpayer Clinic) program, households earning less than
the IRS stated income limit (generally $50,000) have access to follow-up tax and legal
services at no or little cost.

Low Income Taxpayer Clinics (LITCs) represent low income taxpayers before the Internal
Revenue Service, assist taxpayers in audits, appeals and collection disputes, and can help
taxpayers respond to IRS notices and to correct account problems. If you are a low income
taxpayer who cannot afford professional tax assistance or if you speak English as a second
language (ESL) and need help understanding your taxpayer rights and responsibilities, you
may qualify for free help.

This program allows the low-income tax filer to rectify any past reporting issues and settle
any outstanding taxes and/or fines with the IRS. Once tax filers have rectified past issues,
they are able to move forward on more stable financial footing.
In addition to the established Controversy
services offered by NC Legal Aid, North
Carolina Central University will expanded
its clinics to encompass controversy
